My UPS800 has started continuously cycling between "On Line" and "Battery" even if nothing is connected. What does this mean? The batteries were replaced within the past six months.

Do you have a USB cable plugged into the USB data port on the UPS (which the other end is the USB that connects to your computer)? If so, we could use PowerChute Personal Edition to see what is happening during this time on the UPS side.
Basically what I would do is clarify if anything has happened recently as I noted (power outage/surge, etc), and then turn the UPS off and unplug it from AC power. (Remove any other communication cables, if present.) Then, disconnect the battery temporarily and hold down the power button for 10-15 seconds. Reconnect the battery. Plug the UPS back in and turn it on and observe if any change in behavior.
If that doesn't help and especially if you cannot use PowerChute for some reason, you could go ahead and lower the UPS sensitivity as one step. If you do have PowerChute, the sensitivity option will be present there. If not, the steps to adjust the sensitivity without software are available in the user's guide, here -> http://www.apcmedia.com/salestools/ASTE-6Z7V3J/ASTE-6Z7V3J_R0_EN.pdf (refer to PDF page 2, and the section entitled: TRANSFER VOLTAGE AND SENSITIVITY ADJUSTMENT. You basically plug in the UPS but leave it turned off and hold down the power button and use the LEDs to change the setting.

Can you clarify which specific model? This is located on the back or bottom of the UPS on a white sticker.
Usually this would be related to an input power problem potentially - did anything change recently where this UPS is plugged in or was there a recent power outage for example?

I have looked and looked, but I cannot find a USB port on my APC UPS. Am I completely crazy? I did disconnect the battery and press the power switch for 15 or 20 seconds. After reconnecting, it still cycles between "on line" and "on battery." I am plugged into a different outlet out in the garage with the same symptoms.

I found the right cable and am now connected. However, in order to run PowerChute, it says I need to quit System Preferences and restart it. I cannot seem to do that. The APC information is showing that the unit is actually going on battery, however.

I was able to lower the sensitivity using the process you referred me to (manually). It appears to be working okay now. Thank you very much!
