Our Smart-UPS 1500 has been running fine. We have mimicked a power lose to ensure that the servers are shut down correctly - which they are. However, when the power is restored how do we configured the Smart-UPS 1500 to only restore power, once the UPS has enough run-time battery to support the servers load - in the event that the power is lost again whilst the servers are starting up.

Yes, I have a Network Management Card in use with the UPS (SUA1500RMI2U). I noticed from your screen shot showed the minimal battery value at 0%. My UPS minimal battery value is currently set to 15% and from my understanding is that the UPS will initiate a shut down when the battery capacity is 15% or lower. My return delay is 0 seconds.

that is not correct. the setting means that the UPS will not turn back on after a power outage until it has at least 15% battery capacity.
you will want to configure the low battery duration value OR configure powerchute network shutdown clients (if you are using that software for graceful shutdown) to shut down in a certain order individually.
the low battery duration is at a default of 2 minutes. what this means is that when the UPS has 2 minutes of runtime remaining, it will send a low battery signal to any powerchute network shutdown clients and tell them to shutdown. then it will continue to run on battery for that 2 minutes, and then I believe it factors in an extra two minutes for any unforseen delays. if your attached equipment takes longer to shutdown or you want to preserve battery power, you can raise this value.
