Smart 1400 UPS questions

Greeting all & Happy New Year, new to the group here..

Our IT dept had one of these Smart 1400 UPS units not being used, so I used it to give me power to my PC thinking it would give me time to shut down gracefully in the event of a power outage. However when there was a power outage it lost power immediately, not giving me time to shut down.

Not knowing much about these, I am assuming it probably needs its battery replaced, which I see are selling in the $100-$150 range.

My questions:

• How can I tell for sure if it is the battery that is the issue?
• Can I continue to use it as is for good surge protection? (I just bought a new plasma TV I'm thinking of using it for)
• For actual UPS use, is it usually worth fixing these, or just get a new one? I see Costco has the APS Pro 1300 for a little more than a battery costs for this unit.
