Yes, as long as the UPS has a DB-9 port which SURT5000 should - SURTD5000 would have an RJ-45 style serial port and use a different cable. You'd also need to un-seat or remove a Network Management Card, if installed, for PowerChute Business Edition to work properly and communicate over serial. The Network Management Card runs on the same communication bus as the serial port and you can't run both typically.

Using the image below, can you clarify which LED or LEDs you're referring to? I can't tell if you mean the "replace battery LED" (the one with the battery with an X in it) or the "battery bar graph" (the five LEDs on the far right). And whatever LED it is - it is flashing constantly?

Well, we have an article on what that means. What is your reported runtime? Most likely, the UPS did not update it's reported runtime and may need to be recalibrated -> Why are the battery charge LEDs flashing on a Smart-UPS? | FAQs | Schneider Electric US

What cable part number and software version are you trying? It sounds like you are trying PowerChute Personal Edition which does not work with Smart UPS, only consumer level Back UPS via USB. Please verify you're using PowerChute business Edition And that cable part number please and let's go from there. The next steps would be to verify the serial port being used is not in use or inactive.
I guess beforehand though - did you check to see if your UPS has a Network Management Card (such as AP9619 or AP9631 installed in the SmartSlot in the rear? Now that I think of it, this model should come with one pre-installed and could also disrupt communication with PowerChute via serial. Furthermore, this device can also help issue a calibration.

You can't change the time via PowerChute, only issue the runtime calibration which is a suggested step when the batteries are changed and runtime did not update.
Unfortunately, I don't have PCBE 9.1 (with the green interface) available to me right this second but when you log in, you'd click on the Smart UPS menu on the far left, go to Diagnostics, and then issue a runtime calibration. This should be the first step in order to update the runtime remaining after replacing any UPS batteries and to adjust the runtime if it does not update.
This also assumes you've verified the reported runtime right now is around 2 minutes when it should be higher and that nobody mistakenly changed settings to cause the error. A flashing battery bar graph indicates that the remaining runtime is within 2 minutes of the "low battery signaling time" which is when the UPS reports a low battery and forces anything attached via network or USB to begin turning off. The value can be raised and if it falls within the two minutes of reported runtime, this alarm will be generated.

No, it is not likely a control board fault. I will send you some instructions to try via direct message instead if the runtime calibration is not working.

This is not supported by apc, but try apcfix.exe a small program that could fix your problem.
Or use hyperterminal to fix the smart variable 0
Stop wasting your time performing calibrations in powerchute, Google it.
It solved my problem after battery change
