Can you confirm a AP9619 or AP9631 management card is installed in the UPS? Has that been previously configured with TCP/IP settings?

Can you try 2400 baud rate too? Also, please verify the RJ45 cable is connected to the port labeled "serial port" and not the 10/100 port on your network management card.

Did you try a different computer? Also, make sure scroll lock is not on with your keyboard.

You could try braindeading the UPS to reset communications as well. This requires the load to be turned off though and removed as well as the serial cable. Then, turn off the UPS and disconnect it from AC power somehow such as tripping the input breaker. Hold down the off button on the front to see if it clicks and flashes its LEDs. This resets the communication bus.

Alternatively, move this card to a different UPS to log in to and check or configure the IP settings so you could connect it to the network and access it.
