Are SURT6000XLI fans supposed to rotate at full speed at all times?

Unfortunately I've gotten mixed information on that question. I'll have to research more but I'd be prepared for two speeds - high and low.

Hello, we have this available in our knowledge base -> http://www.apc.com/support/index?page=content&country=ITB〈=en&locale=en_US&id=FA156553
SURT models have their fan on all the time. If it seems like it is louder than normal or on an extra high speed, you could try seeing if anything is caught in it and/or cleaning it with compressed air.
