I received a used unit that had been off for about 3.5 months. Is it possible the unit won't draw power or show signs of life (like the network management card not showing link lights even though it is plugged in to a live tested ethernet port with a tested cable) if the battery is completely dead? Could the unit have its own bad PSU?
It won't draw power or show signs of life. Two of the outlet breakers won't reset. The input circuit breaker is not tripped.
The power outlet is live. The battery connector is connected.
A K1ll A Watt device does go from 0 to between 0.4 and 1.2 W when the UPS is plugged in.

I would do a brain-dead and cold start on the UPS to check if it will be able to "jump-start" the UPS. If you have a spare network card or battery, I would also advise for you to swap with known working units.
