Where can I find manuals for a Smart UPS SU2200R3X167 ?
As soon as I plug in the DB9 cable the UPS shuts down! Is this by design? Am I missing some step? Via Google found a post on this forum for the same issue, seems that APC has a proprietary pin out so the Radio Shack cable won't work. So the $22 cable goes back to the shack, in a week an APC cable arrives from fleabay.
Finally how do I find out what the lights on the front are telling me?

The LED indicators, etc should be the same for SU2200R3X167 as they are wuth SU2200RM2U. X167 option indicates it accepts both 230V (typically used in Europe) and 120V input voltage (used in North America) and outputs 120V, originally intended for customers working on global deployment.

I believe that is a rather old unit. The serial number should be on a barcode label on the back of the UPS and be of the form xxyyzznnnnnnnn where yy would be the year of manufacture.
It seems to be the universal version of the SU2200RM3U. The manual for that series of units is here and the rackmount supplement is here.

The UPS is a nice 2009 Vintage. Works well and has 6X more capacity than the older Back-UPS 500 it replaced.
Although the images in the manual don't match up to what I have SU2200R3X167

Did you look in the rackmount supplement I linked? The illustration for "2200RM, 3000RM (3U Models)" seems to match your picture.
My comment about "rather old" was based on you looking for the manual, needing the serial cable, and wanting to know what the lights meant. Based on that, I assumed it was a unit that you recently acquired and were trying to get going. If you've had it since 2009 and it has been working well, that's a different story. In either case it will probably need new batteries (if you haven't done that already).
