I have this UPS which had new batteries just over 2 years ago but was retired soon after due to the implementation of an infrastructure UPS. As the batteries were new I kept this one (about 10 others were disposed of) and have every 4 - 6 months repowered it to keep the batteries topped up. I now have a use for it but lo and behold it will not power on. No relay when AC applied, no brain dead recovery, no cold start.
Initial examination showed R38/R43 well cooked (searching on that led me to this forum), there seems to be doubt as to if they should be 1k or 470 so I replaced them with 1k (as that is what I had) although out of the board they measure 570 (470 + lots of heat?) however unit is still completely dead.
Further checks shows F3 O/C, from the CCT apparently drive for the +12v/+24V supply. So this brings up two questions, a) why and b) should I replace it with a quick blow or delay fuse?
Any suggestions would be appreciated.
The unit is actually 220v so anything specific in differences to be aware of?

Unfortunately, we do not troubleshoot at this level. If anyone has an experience with this, please reply but all we can recommend it to replace the battery or UPS for these types of issues. You can try coastal business machines at 800-944-9320 although they will likely tell you THEY can repair it for you. I'm not sure they will tell you how but it's worth a shot.
