I get an error 142 Charge voltage low on my UPS. Initially I thought the batteries were dead so I replaced all batteries but to no avail. I followed the guide (Video: SRT UPS reports Battery Charger Event, Event Code 142 - APC Philippines) and found out my voltage is close to 0. So according to the guide it says the charger fuse is blown, but... Where do I locate that and how do I replace it?

If the hardware is still under warranty you should reach out to APC Technical Support to initiate a RMA. As the APC reference link you provided here indicates the entire UPS needs to be replaced.
If the unit is out of warranty your choices are limited to replacing for the same if you’re a business. If however you’re just some guy you can always open it up to see where it is.
The main board will have a stencil indicating (F1) or similar calling out it’s a fuse. If the fuse broke open dramatically there will be obvious signs as to where it is.
Regardless, just because you find the fuse doesn’t mean it’s as easy as replacing the same! ☝️
The question is why did the fuse open? 🤔

I did open it up and measured all visible fuses but none seem to be blown. But definately is a charging issue since the UPS works fine when I unplug the input and it runs on battery. So I'll see if I can find a repair shop.
I'll still take any input from this fora on where to start searching.

Take a few high resolution photos of the main board and verify it can be seen on the APC Forum.
As stated earlier (IF) it was the fuse it would be easy to identify and replace. But from personal experience hardware such as this rarely if ever damage a fuse without taking out something in the circuit.
You’ll probably find one or more power transistors damaged along with a few regulators. If the area is isolated there will probably be a op-amp that is needing review.
Normally in the protection circuit there are MOV’s, SAD, GDT, etc. The filtering circuit is tied to the surge suppressor circuit so any capacitors, coils, chokes need to be reviewed.
Maybe a game of hide & seek to find it🤣👍
