At the risk of sounding like I've had my brain removed, I'm assuming that Powerchute Network Shutdown needs to be installed on each server I want to shutdown when events occur?

Fair question. It depends on the environment. If the servers are stand-alone then yes you would install on each server. If the servers are hosts of other virtual machines than it depends on the configuration.
Examples:
6 server running Windows 2012 R2 = install on each system
6 ESXi hosts not managed by vCenter Server = install PCNS appliance on each host
6 ESXi host managed by vCenter Server = install PCNS appliance once
We have application note 180 that discusses VMware ESXi options.
