Hi Tobias,
What version of PCNS are you using?
Basically if you log into a PCNS Web Interface and go to Events, you can select an event that you would like to send a notification. You will then need to click on the box or circle that says Notify Users. From there you could either send notification to all or to just a specific user. You can also do this under Configure Shutdown.
On my experience, if I choose notify all it would send notification to all the users that are on the same domain or network. Also not all operating systems has this notification feature. For Microsoft OS, it should have the Messenger service installed/started.
