We have a large number of APC Masterswitches and ATSs across our network.
Is there a method to update the password via SNMP? Using expect scripts is really not ideal.

Large organizations use RADIUS authentication instead.
You can also FTP in a config.ini file with just a SystemUserManager section. Here's the description:
[SystemUserManager]
; To change the Administrator, Device, or Read-Only users
; passwords, use the AdminPassword, DevicePassword, or
; ReadOnlyPassword keywords respectively. i.e., AdminPassword=apc
