I can connect to the card using the browser, via TELNET and FTP however ping fails to obtain a response. It acts as if ICMP is disabled, however I can not find that setting anywhere. Firmware is 3.7.2 which appears to be the latest. Any ideas on how to resolve this? I want to add the card to HP SIM so I can receive traps from the card, but I can not add it if ping fails.

The only other thing you could try which I don't think will help is a reset to defaults. If you want to dig deeper too, we could check a packet capture as well.

I should add that the card is configured with a static IP, gateway and mask.

Did you reboot it yet?
So no hardware OR software firewalls, malware prevention, etc in the mix either.. The other thing after a reboot I would try if you could is a crossover connection and try to ping it (and maybe try one or two machines to rule out anything on one specific machine you might not be aware of) but beyond that, my gut tells me something is blocking it or the echo request is so slow that it is timing out since was we already noted, AP9618 does not support the ability to block ICMP requests.

It has been rebooted several times before. The card responds quickly to all other requests, FTP, Telnet and HTTP.

Is it possible ICMP is blocked on your network or do other APC Network Management Cards that do respond on the same network? And you're right - only the AP9630/31/35 cards have the option to disable the ICMP IPv4 response for security. The AP9618 does not support this.
Also, via telnet, there is a ping utility. I am just curious if it can ping your HP SIM.
Lastly, if none of this works or you're not sure, have you tried to reboot the card?
