Hi,
I've got a Smart-UPS RT 3000 XL with AP9631 Network Management Card on a server room I have to deal with.
I want to know the actual power consumption as I need to obtain average power consumption in order to find out the cost of electricity.
I got this data through web management :

I see that it says 13.6% on the Output Watts. What I don't understand is that, does it say that the UPS ( with all connected devices ) is currently consuming 13.6% * ( 230.4 * 1.9 ) or else?

What you see there is that your UPS is providing 1.9 amps to the attached load.
The best tool we have for understanding the total power consumption of the UPS, including the "losses" from the UPS that it requires to operate, is the UPS efficiency tool.
From there, you could compare the UPS (to itself) and check out the efficiency and it will also give you details on the wattage and stuff like that. So the total consumption would be that from the load (which is what you found so far) and what the UPS consumes. In the tool I mentioned, you can set the UPS load to 0 to see what it reports for the UPS losses at 0% load and that would be how much your UPS consumes by itself.
