Is it possible to copy all settings, especially notification information, from an old APC9619 to a brand-new unit via config.ini or some other method?

Yes. The issue is discussed in Schneider Electric FAQ FA156117 "How can I mass configure an Network Management Card (NMC) or NMC embedded product?" The process is the same. You can copy the config.ini file to the new card just as you would if you had multiple cards.
