Configure PCNS 4.2 to enable ESXi up for 1 hour in battery mode.

Good day. I've APC Smart UPS 2200 installed in office, with 2 ESXi hosts connected through NMC, now the connection between UPS and both ESXi hosts are established perfectly.
But I'm not really sure on configuring startup / shutdown rules for it.
1) As per checked in PCNS configuration page https://:6547 "Virtualization Settings", I can see the settings for "Virtual Machine Startup / shutdown" and "vCenter Server VM shutdown", but I'm not really sure how does it work and how to configure it. Can you please explain it briefly?
2) Let's say there is power outage and the UPS need to run in battery mode, is it possible to configure the UPS to run on battery mode for 1 hour, then followed by gracefully shutdown all my VM ?
