Don't really like the idea of install another open web service on every system I want to manage with PCNS.
Once configured, can I disable the web interface? Or limit connections from localhost only?

The PCNS GUI does not offer a way of disabling the web interface. You can disable it by stopping the PCNS service / daemon, go to the folder / directory PCNS has been installed to, find the jetty.jar file and change the name. By changing the name the jetty will not run so the web interface is inaccessible. Restart PCNS and it will still listen to the NMC and command the OS down when needed. If you need to make changes to the PCNS configuration you will need to change the name of the jetty back and restart PCNS, or stop PCNS, make the needed changes to pcnsconfig.ini, and then restart PCNS.
Example of changing the jetty: OS is Windows 7 and PCNS has been installed to the default path.
From command prompt type
net stop pcns1
cd C:\Program files\APC\PowerChute\group1\lib
move jetty-6.1.26.jar jetty-6.1.26.save
net start pcns1
Side note: changing the jetty name and running PCNS with the jetty stopped is not officially supported by Schneider Electric.

I don't believe so.
You can select HTTP or HTTPS and the port would match what you're using for your HTTP or HTTPS port on the Network Management Card. I think your best option maybe is changing it on the management card to a non default port and matching that on PCNS for a higher level of security.
