I have Network Management Card AP9606.
Can I change IP/Netmask/Gateway address of this card via SNMP?

You do have an access to change the AP9606 IP address if you are able to view the card through web interface.
Follow the below steps to change it(these steps only apply if the card has firmware v 3.2.6)
Login to web interface through the IP address of the card
Click on Network-->TCP/IP & DNS
Under TCP/IP section, you can change it.
