This is a SmartUPS 3000 RM.
The red replace battery indicator was light.
I replaced the battery with a new battery from APC.
The load is 2/5 and the 2 Load LEDs are on continuously.
The 5 Battery Charge LEDs are flashing continuously.
The User Manual
http://excessups.com/manuals/APC_SUA3000RMXL3U_users_manual.pdf
doesn't indicate what the problem is when just the Battery Charge
LEDs are flashing.

This usually means low runtime based on what you've said. You should probably pursue doing a runtime calibration as noted in the article to update the runtime.
