BX1500M will not charge batteries unless system is upside down.

If I place the unit right side up the batteries will not charge.

It is like there is a spacer missing or something preventng the batteries from making contact.

Any suggestions on how to get this to work?

If this unit is still under warranty I would encourage you to contact APC Technical Support to initiate a RMA. 

The problem you see is an extremely common problem! 🤦‍♂️👎

The internal contacts for the battery terminals are either bent, broken, or misaligned inside. There are several YouTube videos depicting how to identify and repair the problem if this is within your capability.
