i assume you got a 940-0128D cable to make this configuration work since a BX1000 is designed to use powerchute personal edition? if you havent, this will not work. please confirm the cable you are using between the UPS and computer.
if using the above cable, when you log into the PCBE 8.0.1 interface, does the status report as Online? do you see anything in the event log? let me know if there is a way you know this is working for sure, let us know. i would want you to simulate a power outage to see if the UPS status changes to "on battery" instead of online since the BX1000 and PCBE will be used in simple signaling mode so that is the only information you will see.
assuming everything is set up correctly, you can start by [checking the items in this k-base article|http://nam-en.apc.com/cgi-bin/nam_en.cfg/php/enduser/std_adp.php?p_faqid=2682]
PCBE doesnt support SMTP authentication yet either so if your email server requires that it wont work.
