APS XS 1000 - Online light is lite but no power at the battery backed outlets

Hello,

I have a APS XS 1000 battery back up.  I was having a problem with the relays clicking constantly and i replaced the relays and capacitor C41.  After replacing these parts i found a new problem.  When i turn on the unit, it cycles through as if everything is ok.  The problem is there is no power at the battery backed outlets.  The green online light is lit like everything is fine.  When turning the unit on it cycles through and the battery is used momentarily.  That seems to work fine and power is at the outlets for this little bit of time. Once that initial start up is over, it kicks over to house power.  The green online led is lit and no power gets to the outlets.  Any help would be appreciated.
