APDU10451ME configuration file unreadable/corrupt. Any ideas why

I have 50 new APDU10451ME PDUs (latest FW 2.0.8.2) that need to be configured.  In the past I've configured one and then downloaded the config file, made changes, and uploaded to next PDU.  On this model, regardless of using HTTP or HTTPS when I click on Download and save the file (conf.ini) and open with notepad it's all garbage like below.  Any ideas on how to fix?

As a follow-up I've tried using FTP, SCP,  and iniutil: the files are still corrupted or ciphered.
