Dear All,
My APC Smart-UPS 2200 is not coming up when connected to utility voltage of 230Volts. I traced the voltage flow and the voltage is getting into the panel board but when i press the power button it does not come on. also when not connected to power, pressing the test button still would not come on. also the batteries are properly fixed.
The battery output to the board when utility power was isolated was measured using a meter and 10Vdc per pack (2 batteries per pack) was gotten.
Kindly advice.

Does your ups relays give those clicking sound when you first press the power/test button? If no, check the F3 on the board. If that fuse is opened, there won't be voltage flow into the system from the battery and if no voltage from battery, the system won't come up.
I have this UPS SU2200XL that I upgraded to 3000 by adding 4 additional mosphets, fix capacitors on the empty CC17 and CC99 space and am using it with 200AH batteries and it still works perfectly well till date.
So I don't think that idea of scrapping it should coming in yet.

To be able to properly assist you with your issue, we will need the exact model and serial number of the UPS. This can be located on a small white sticker on either the bottom or back of the unit.

Looking up your unit and checking the battery that it uses, it looks like the voltages you are reading for the battery are too low, meaning the batteries are dead. However, due to the age of your unit, it was manufactured in 2009 making it 8 years old, and the the life span of these units are 7-10 years. There is a chance that replacing the battery will not solve the problem, and even if it does, the unit will not likely last much longer anyway. Taking this into account, I would highly recommend you consider replacing the entire unit, instead of just replacing the battery.

The smart UPS 2200 starts without batteries, I used to have that older version so it won't be the batteries, I would remove them and if it doesn't turn on scrap it.
