I have an APC Smart UPS 700 with brand new batteries connected to my network devices (Cable Modem, Wireless Router and Phone Modem). When I have a power failure, the unit switched over to battery, but not fast enough to keep the devices going continuously. After a few seconds, The unit shows the batteries are being used and the modems and router fire up.
The problem is that it doesnt switch fast enough to keep them running continuously.
Is there a problem with the switch? Any suggestions.

Hmm, not sure on this one to be honest. Beyond "braindeading" it which I don't think will help, I don't have anything else to try. Might want to consider getting it repaired by an authorized service center or trading it in.
If you want to try the braindead procedure for the heck of it, turn off any load attached and remove it from the UPS. Turn off the UPS itself and unplug it from AC power. Turn off the UPS and hold down the off button that looks like (o) and wait for LEDs to flash and hear an audible click. If that doesnt happen, disconnect the battery for 8-10 seconds instead. Reconnect the battery and reconnect to AC power and turn the UPS back on and see if any change.

Did it ever work properly? I assume it is several years old based on the fact our newer generations are Smart UPS 750 and not 700. Does this also behave the same if you test it and pull the plug from the wall to simulate a failure or only on legitimate power blips/failures?

It worked before on a computer. I had it laying around, and decided to use it on my network once I replaced the batteries. If I pull the plug, all the attached appliances shut down, then the ups battery kicks in and the modems and router restart. If I press the test button, the ups switches to battery and all the attached equipment stay on.
