AP9826 Step Down Transformer ouput

In the manul it states the unit has the following receptacles:
(2) 15 A circuits with
(4) 5-20R and (2) 15 A circuits
with (2)5-20R

My question is why does it have 5-20Rs if the circuits are only 15amps? Am I reading this incorrectly?

No, you're reading it correctly. They are merely courtesy outlets if you have equipment that has a 5-20 and doesn't draw anywhere near full capacity.
