Yes, this is strange sounding. The battery is there to retain date/time when the NMC is not powered up.
Could you take a picture on the top of the NMC with all of the components? There is a component on the board that deals with time - we refer to it as a time crystal. I suppose it could be faulty or sometimes there is a problem with it being damaged, crooked, or soldered incorrectly. I could at least eyeball it and see if there is anything obvious.
Since it is from 2013, do you know if it ever worked properly earlier in its life?

I'm hoping this is something simple...I noticed a little button battery on the card when I installed it? The card was manufactured in 2013 so not under warranty.
Since the settings appear to have been retained I kinda doubt the button battery is the issue.
