AP9617 Network Management card, Cannot connect to web based utility

Hi everyone. I'm having a problem with the APC unit we bought recently, refurbished, but like new. First problem is, when our switch port is set to 1000 full duplex, I get massive packet loss, about 50 %. When we switch it to half duplex 10base we get 100% connectivity with no packet loss. Even with a solid connection, with no packet loss we still cannot connect to the web based management. In openmanage we cannot read the status of the load or battery life, but open manage can find the device and sees it's name and IP.

I have tried the following:

Recrimped the ethernet cables, tested and verified ok.
Switched ports from our cisco to our HP and back again. Same results.
Rebooted the network card after changing IP on the front panel. Same results.
Did a port scan, all ports are closed except for 21, and 22. Tried to SSH into it via Putty and get no response. Tried pinging it from port 22 and get no response.
Reset the UPS to factory defaults via the front panel. Same results.
Changed the port speed, was able to ping, but still not able to connect.

Anyone know what the heck is going on? I appreciate any help that can be had.

I think K.M.P might have missed the part where you said you changed the IP through the front panel. Based upon that I'm guessing you haven't logged into the card in any way yet.

Would you mind telling us what unit this card is currently located in? Did you get a serial cable with the unit as well?

What LEDs are on the card? There should be a status and link led near the rj45 jack of the network card, can you tell us what color and pattern they may be flashing in?

Can you access the NMC via Telnet or Hyperterminal? If so, I'd reset that to defaults except TCP/IP. Resetting the UPS via the front panel doesn't actually affect the network management card.

Why are you selecting the speed? Why not just leave it at auto?

No I cannot connect via telnet either. I select half duplex because any other setting causes packet loss.

So you get in how? Via Hyperterminal? When you're in there it should give you a status section in the header, there's a P, N, A status all with symbols next to them. What do those read?

And have you tried resetting the card to defaults except TCP/IP while you're in there?
