I want to install a AP9607 card to SURTD3000RMXLI, can or can't?

The answer is no you can't. The AP9607 is not compatible with UPS models with SMX/SMT/SURTD model prefixes. But, AP9607 will be replaced by AP9624 in the near future, let's say tentatively within a few months and that will be the Interface Expander 2 which will support those aforementioned UPS models, including yours, and 99% of the UPS models the AP9607 did.

Today, the options for graceful shutdown on this UPS are the UPS serial port with PowerChute Business Edition to one computer or UPS Network Management Card with PowerChute Network Shutdown for multiple computers to gracefully shut down.
