Light said to replace batteries. Got 2 new batteries and hooked up. Plug in and started chirping. As well the light on front panel are flashing to the beet of the chirping. Been plugged for 15 minutes now and still chirping

Where did you get the battery? It is feasible there is a problem with this battery if it is not able to charge. You could also verify the voltage of the new battery with a voltmeter.
A flashing replace battery LED (the one with the X in the middle of the battery) indicates the battery is disconnected. Assuming you've physically connected both leads properly, or the single connector on it (can't remember on this unit), then the problem would be the voltage being too low for the battery to be detected by the UPS.

Depending on where you got the batteries, they may need to charge up for at least 8 ours or a little more depending on the UPS type (Back UPS, Smart UPS, etc). A flashing replace battery indicates the batteries are disconnected and if the UPS can't see a new battery, it's likely because its partially discharged after sitting on a shelf at a retailer.
I'd observe it for at least 8 hours. If the chirping bothers you, you can turn the UPS off and it will charge the battery as long as you leave it plugged in. But at least it won't chirp.

Its a Black Smart-ups 750 . I've tried the off button and it keep right on going. Will it charge if I pull the disconnect switch from the back ?

Pulling the disconnect effectively also disconnects the battery from the system and won't help. That is used when shipping the units so that the battery is disconnected during shipping.
Try doing this. Unplug and turn off anything attached to the UPS. Then turn the UPS itself off. Unplug it from the wall and then the hold down the off button (o) for a few seconds to de-energize it completely. It should click and the front panel LEDs may flash. This should definitely stop the chirping. Then I'd just plug the UPS back into AC power and see what it does and not touch it. In this state, it should charge but I would not expect the chirping..
