It seems you are configuring commands.
Under the Easergy Builder point of view Commands come from "slaves" devices like a scada system (Source) to be executed on "master" devices like a protection (Destination).
What I mean is no matter the device you are configuring (T300, Saitel DP/DR or T500) from the perspective of the communication protocol used to interact with a scada system, we work as a slave device and the opposite when we send a command to an IED, we work as a master.
So that you must put a IEC104 master device under the column destination to make it works.

Does the command from the Zenon SCADA update the variable in CoreDB ?
If yes, is it the right value?
If no, have you checked the traces to see what error code is returned to the SCADA?
With these protocols, it is important to check that the settings in the T300 match the settings in the SCADA.
Is the command in the Zenon SCADA also set up to send select-before-operate for CSC?
Is the operate sent within 20s of the select command?
Is the T300 time the same as that of the SCADA?
They should either both use UTC time, or both use local time.
