My understanding is that the BMENOC0301 requires the Ethernet backplane. This is the ONLY mechanism it uses to communicate to the CPU on the rack.
So installing it in a Bus-X only slot simply would not work (for communication to CPU... which means it would not work fullstop).
I'm unsure what disabling the Ethernet Backplane Port means here, but I suspect it has a nuance that means the Ethernet Backplane port is actually still active, but perhaps it no longer has filtering applied or similar.
