Where can i find the on/off voltage range of the digital input signal on the ION7650?
Can you tell me the information about the range of on/off state for ion7650 as above?

The ION7650 digital inputs have internal "self-excitation" and will register as "Closed" when an Sn (n=1 to 8 ) digital input is connected to Scom with a voltage between 0V (short) and 130VDC.

The screenshot you provided is likely from ION9000, PM800 or ION7400 meter. The ION7650 meters uses a completely different design. There are no ranges, there is open or there is close.
https://www.se.com/ww/en/download/document/70002-0247/, page 11. The digital inputs require Open/Close signal with or without external DC voltage.
