Setting IP on I/O Island

I have installed JAVA Version 7 update 2 and I am trying to configure an IP Address on Internet Explorer,

I can log in using the IP Address, input the passwords but then Internet Explorer is blocking the website from installing an ActiveX control,

Internet Explorer can be configured in order to allow script download and execution this way.
