When you changed the IP address of the meter, did you change the IP address of you laptop to be in the same subnet? This is a combination of the IP address and subnet mask settings.
Eg IP address 192.168.1.10 with subnet mask 255.255.255.0, would require your laptop IP address is 192.168.1.xxx to be able to talk to the meter.
