Why does Phase A & B have 0.001A reading for ION8650 Meter with model M8650B4C0H6C7A0A without any load or output in its current transformer with 4000:1 ratio?
Another meter was installed in series with same CTs, but no current was measured.
Is it normal as per the model of ION8650?
How to remove the initial reading if possible?

Starting current of ION8650 is 0.001A quite low it any induction in current circuit may cause reading the other meter might have higher starting current let's say 0.010 or more. Try to short current input I11-I12 and other pair see if the reading become zero.
