The current 519 framework on PM8000 is based on IEEE 519 1992 so it doesn't have the calculation you show. It is possible to implement IEEE 519 2014 edition but it has not been prioritized into our framework development yet.

The "very short time or 3 seconds" aggregation interval from IEEE519 is equivalent to the 150/180 cycle aggregation interval specified in IEC61000-4-30.
The “short time or 10 minutes" aggregation interval from IEEE519 is equivalent to the 10minute aggregation interval specified in IEC61000-4-30.
Both of these quantities are available for measurment (Harmonics Measurement Module) and compliance monitoring (Harmonics Evaluation Module) in the PM8000.
