Allow same DNP3 Addressing

Currently GeoSCADA forces every DNP3 outstation to have unique address'.  In some systems there are mobile units that have the exact same RTU program, even IP address' are the same on the RTU.  So by forcing unique addressing, the loads on each skid RTU must be different and adds an additional level of controls to ensure these are all different.

I will note that even though the RTU has the same IP address, there is a modem with port forwarding, and that has the unique IP address that GeoSCADA uses.
