I was called to attend to a PAS 800 not responding , upon arrival the device has lost power ( power is live to the connector ) and all lights on the front are out and network connectivity lights are also out , I replaced the PAS 800 but cannot locate any of the Powertag sensors via discovery mode , I've followed the power cycle process on 2 x powertag rope sensor but only get a red flashing light every 15 sec ,

Did you check the commercial reference for your Panel Server ? PAS800 (230 Vac) ? PAS800L (24 VDC)?
Blinking red every 15 sec means that your PowerTag sensor is sending frames to the gateway, but no answer was received (gateway down). In this case, you must wait some minutes and check when your PowerTag will blink fast red (PowerTag considers communication with gateway was lost).
When PTag is blinking fast red, you can power off -> on your sensor :

I've replaced the PAS800 Advanced (230vac) which is networked and updated to the latest firmware version , my issue now is trying to get 2 x power-tag ropes A9MEM1593 and multiple A9MEM1520 / A9MEM1580 to return to pairing mode , When following the the power cycling procedure of the devices does this include both the voltage & current as just isolating voltage on the (A9MEM1593) doesn't change the status to pairing ( flashing orange ) or any other mode and removing the CT will require transformer shutdowns !!

=> PowerTag sensors are supplied by upstream voltage
=> Open the dedicated protection will power off/on the sensor
If I understand correctly, you have replaced the PAS800 without possibility to remove PowerTag sensors from the previous PAS800 Web interface. This is why you have PowerTag blinking slow red (as explained in my previous post).
When you are in this status, you must wait some communication cycles before your PowerTag begins to blink fast red. As an example, if your comm frequency between PAS800 and PowerTag is set to 5 sec => you need to wait around 200 sec. It seems your comm frequency is 15 sec => I suppose you need to wait 500 sec before having your sensors blinking fast red. If you power off/on the PowerTag when it's not blinking fast red, you will restart the "slow red" process and you need to wait again until the sensor starts blinking fast red.
You must be on a fast red blinking status before considering to power off/on the PTag => sensor considers definitive communication loss with the gateway:
I do not know other procedure to switch a PowerTag in pairing mode in case of failure of a previsous gateway.
