Is Java a dependency? If so, I went ahead and install JAVA jre 1.8.0 and created a JAVA_HOME path under Environment Variables > User variables and still getting the issue. Please help. Thanks.

Yes of course, since StruxureOn GW is an appliance and uses a prepacked jre-1.7.x, as well as all other appliances of Schneider Electric, for example StruxureWare Portal and other. Therefore, StruxureOn GW will not work with the current version of jre-1.8.x.
For example, from C:\Program Files\StruxureOn Gateway\restore\apolloRestore.bat:

So I shouldn't have the need download Java right? Also is there a difference if I installed the app silently with the '/S' switch? It seems like when I install silently, the prepackaged Java isn't included and the directory strucuture looks different.

If I run 'C:\StruxutreOnGateway.exe \S" it'll do a silent install and the directory structure will look like this C:\Program FIles\StruxureOn Gateway\1.0.3
vs
If I run 'C:\StruxutreOnGateway.exe' and it'll be a interactive install with the directory structure like this C:\Program FIles\StruxureOn Gateway
What I've found is it doesn't complain about java through the interactive install.

Your first option is probably wrong, as it has not been officially announced anywhere: neither at https://dcimsupport.apc.com nor at https://struxureon.com. From which it follows, that the correct installation of StruxureOn GW -- is an interactive installation, and then the software works correctly.

I'm running this on Windows 2012 r2. The mechanism and tool i'm using is Chef. What Chef will do is download the installer through StruxureOn's website then start a silent install occurs. Chef is using the '/S' switch to do the silent install which is basically doing something like this in cmd: 'C:\StruxutreOnGateway.exe \S' I can adjust the switch to be modified if needed.
