fail to discover APC UPS from DCE 7.2.4

Hi

I have one new UPS as below, when I try to 'Add Device' from DCE 7.2.4 via SNMPv1, it fail to discovery by DEC, any idea?

I have verify, I can telnet and ftp to UPS and also check SNMPv1 is enable and I have reboot the UPS and DCE several time and it still fail

There is a K-base: FA226273  explaining on how to troubleshoot the discovery issue. Please go through this document to resolve this issue. 

How can I troubleshoot SNMP communications issues?
