I found a temporary fix for DCE 7.3.1 on Windows 8.1.x for this issue:
This issue has reappeared in DCE 7.3.1. In Windows 8, the following should resolve the issue until it is permenantly resolved:
Open up c:\
Will this work for Windows 10 or has the problem been resolved with DCE 7.4.x?

Dear Lee,
I am able to view the Netbotz Surveillance thumbnails in DCE 7.4.2 on Windows 10 without an issue.
