Hi J,
You mean the one with the icon above at the bottom of the page?
As far as I see it the link is linking as expected. Currently we are linking to the help/knowledge base of the PME product. You can in the database search i various categories:

Technical Information   Certificate, declaration of conformity, test report, CAD drawing
Technical Publication    User Guide, Instruction Sheet
Resolutions, FAQ          Resolution, FAQ (Frequently Asked Question)
Softwares, Firmwares   Software, firmware
Sales and marketing     Catalog, catalog page

Please let us know which direction you would expect to be taken instead of the current?
