Try selecting check updates. If your proxy settings is configured correctly, DCE will attempt download new firmware, if available.
If you still can't see any devices that you can update, check that your DCE has write SNMP access to your devices.

Dear Ali,
What happens when you click on "Check Updates"? Do you get any error message?
You can also download the latest Data Center Expert Device Firmware Catalog File from the following link and Import it on DCE to upgrade the firmware:
I hope this helps.

Hi folks,
Please keep in mind also that if no devices are showing in this window, it may simply mean there is no update available for this product via DCE. You should always be able to select multiple devices to upgrade once you're in the firmware upgrade window. It is not one of the windows tied to the device you had previously selected. As both Bala and Loh have suggested, letting DCE go out to find the upgrades or downloading the catalog (may not be as up to date as the option for DCE to find the upgrades itself) should give you the most up to date firmware available.
I see a number of PDUs in your list. What model and firmware are they running? I'm just curious what versions / units you expect to be able to upgrade. Other potentially important info may be version of DCE and login level (admin etc).
