I'd like to create a threshold alert for phase imbalance. Can it be done in DCE?

Dear John Wieczorek,
If briefly, then all depends on the particular device and its DDF-file. That is, the DDF-file must have such a sensor, on the basis of which you could then create a Threshold Alarm, for example "Phase imbalance Alarm".
If the DDF-file for your device only has, for example, three phase voltages (line-line or line-neutral), then with DCE software you can not monitor phase imbalance.

You could also consider a regular manual task of exporting the phase data to spreadsheet and applying your definition of phase imbalance to that raw data
