Hi Craig,
You get this error when you don't have the right credentials set up to access the device(s) to push the configuration to the devices. These are the credentials that are used to access the devices not the username/password for DCE.
For instance, in my setup. I have added the username/password that I use to access the majority of my devices under the Device File Transfer Settings:
