For some reason i am no longer able to put devices in to or out of Maintenance mode. When i right click and select "Exit Maintenance mode" there is a pop up that appears for a very brief period then disappears before I can read it and the device remains in Maintenance mode.

From my own experience I will say, that in this case it is necessary firstly simply to restart the PC on which you run the DCE-client (especially it is required for MS Windows 8 and above, as in these OS's the normal shutdown mode is replaced by the hibernation mode). Or at least it is required to make an logoff and logon the user on the Windows PC.
If this does not help (although it should), then you will need to reboot your DCE-server. Tell us please, what is your version of DCE software and what is the uptime of your DCE-server (see web-link http://_DCE_Address_/nbc/status/Status)?
Important: do you make regular backups of your DCE-server?
