Let me first say that e-mails sent from StruxureWare do not need to be sent in the language you're using for your region. With newer versions of StruxureWare DCE (Current version being 7.4.1) you can choose the language to send an e-mail when creating the e-mail action:
As for Portuguese, the client has the option for Portuguese / Brazil:
There will be no way to use this in in your current version, you must upgrade.
