Interesting question Ibrahim and the type of question that I've been involved in trying to answer for many years. There are ways to achieve what you're asking but the solution depends entirely on the detail of your requirement. To keep your conversation going, how would you define "an electrical outage"? e.g. loss of all power to all devices in the rack? Just thought I'd contribute.
Cheers

I mean for example, for 2 minutes one of the rack's pdus doesn't have any voltage. In DCIM Is there easier way to see all of this outages rather than looking reports seperately.

You could explore the use of alarms, thresholds and notification in StruxureWare Data Center Expert (DCE). This URL might help.

You can download a free fully functional 5 node trial version of DCE and setup some tests
